The bonuses look fine to me, the only decision to take probably is if the Center is worth +1 or +2...

They all respect the formula, so basically they are fine. Otherwise my way to fix the formula (sometimes) is: 4 territories or less, round down; 5 to 8 round up; 9+ add one. This would mean the Central region to be +1 and the two largest regions (Far North and Far Southeast) to be +6. But since the Center is in the middle, and the two largest regions are far apart, on the edges, then I would say they are just fine as they are.

I also noticed a four corners problem in the bottom left (NW) of the map. From the region bonus, I'm guessing Norwood Park and Portage Park are not meant to be adjacent.

yeah norwood park and portage park aren't meant to be adjacent. i should tweak that a bit with line drawing.
that's another interesting bit of geography like the Hopi reservation within Navajo nation.
in that space, there are two villages (Harwood Heights and Norridge )that are completely landlocked and surrounded by the City of Chicago, together form an enclave within the city of Chicago

as for the bonuses, they seem fine to me by looking at it, as i compare it to other maps and the formula, but we can probably get a better idea if we need to drop them down due to how the capitals are selected for capitals play and some beta games. that might make the difference. it will be playable soon as the hard part of adjacents have now hopefully been input correctly.
i didn't realize how big the map actually is until i started adding it into the systel. visually it looks small to me, but yeah 60 territories is a biggish map.

EDIT - It's live. **I have chosen capitals, it took me a while, and as i thought i got them all good I had forgotten to lock certain counts in the system arghh. so then i jotted some counts down quickly as i was getting tired, so there will be some thoughts on better capitals placements.

I think at some point we should establish that corners do not connect, because for two territories to border they need to share a border: just one point is not a border, at least this is my idea, but okay, as you made it it's fully clear.
