to your questions: no, the bonus remains +2, even if you hold more than one adjacent regions.

regardings the naval flags: i looked on wikipedia and it says that the rising sun flag is currently used by japanese navy and st.andrew cross by russian navy. So they are present day flags.

Dima, scan the whole map looking for any possible flaws please. I mean, overall it's a piece of art for me, just fix some the details.
We don't need quickness, we need graphic quality. Take all the time you want until you are sure nobody can have anything to say about your map.

For example, those black lines in the upper mini-map dividing the sectors aren't exactly great in my opinion. They should cover the entire border, or they should be removed; as they are now, they look like they're broken off in the middle... I don't know if it is clear what I mean.

alright, done.

the thick line on the second mini map aims to distinguish the macro regions from each other. i would keep it as it is. The "fog" on the lines is gone.
