Arkansas and Georgia are not actually on the coast, but they are almost there, it would be weird to exclude them, especially Georgia.
Mexico, Oklahoma and South Carolina still excluded though. Just like in this draft:

@Dima: I'm trying a different versions of the whole America and I think it can be done north-oriented, like this:
American continent (draft) (click to show)

I'm planning something about North America in 1783, including the Viceroyalty of New Spain, the newborn U.S.A. and the British North America (also called Canada):

But the idea is to focus it mostly on the United States and include only some portions of Spanish and British possessions. More or less like these:
