Which map has priority between this and the 'Empires'? Is the gameplay defined?

i was thinking how to map this map more interesting and at the same time keep it realistic (the borders of the regions) and playabke in the category skall/middle, cuz we lack maps there. here are some proposed changes: My fav. It has 8 regions and the borders follow real historical borders! and 28 territories. its a small map.
